Captain Lucian GRIGORESCU
Captain Lucian Grigorescu was born on the 22nd of September 1973 in Constanta, Romania. He graduated from “Mircea cel Batran” Naval Academy as an engineer in navigation, hydrography and maritime transport. He graduated as lieutenant junior grade in 1997, was promoted to lieutenant in 2004, to lieutenant commander in 2009, to commander in 2014 and to Captain in 2018.
He was assigned as XO of a riverine MCM boat (1997 – 1998), navigation officer onboard Minesweeper 29 (1998 - 2004), navigation officer onboard Minelayer 274 (2004 - 2005), XO of Minesweeper 25 (2005 - 2007), CO of Minesweeper 25 (2007-2008) and CO of Minesweeper 29 (2009-2012).
Sea tours include Blackseafor Second Activation (Turkey, Ukraine, Bulgaria -2002– NO), one month training on board of a minehunter (Germany -2002), Cooperative Partner 04 – Ship’s Assessment by NATO Team (Bulgaria-2004 – NO), Blackseapartnership 05 (Turkey -2005– Ops. Off.), MCM Livex (Bulgaria-2005 – XO), MCM Livex (Bulgaria-2007 – XO), MCM Livex (Romania-2009 – CO), and Summer Storm Phiblex (Romania-2011-CO).
In 2010, he was the first Romanian officer assigned to EUNAVFOR OHQ OPERATION ATALANTA (U.K.), as an Info Ops Officer-CJ3/OSG where he took part in the timely decision making process that saved 10 lives on board of MV Rhim.
From 2012 to 2015 he was the Romanian representative to Combined Joint Operations from the Sea Center of Excellence (CJOS COE), Norfolk, US, under the Strategic Plans and Policy Branch. During his tour, he planned and coordinate the first historical visit of Chief of the Romanian Navy to USFFC/HQ SACT/CJOS COE, the DDIR CJOS COE visits in Romania(President of Romania, HUMINT COE, Navy HQ, NDU) and the historical visit of USFFC Deputy/DIR CJOS COE to Romania(Navy HQ, Fleet HQ, NSF BMD/Aegis Deveselu and local authorities, MoND/Department of Defence Policy, Planning and International Relations, NDU-Cooperation Agreement Ceremony). He also served from 2015 to 2016 under the International Relations Branch at Romanian Navy HQs where he supported all the visits and international engagements of the Chief of Navy.
From 2016 to 2017 he was embedded in Combined Strategic Analysis Group at US Central Command as a Strategic Analyst and Action Officer for the Commander. During his tour, he leaded the planning team for the annual multi-national event organized by USCENCOM and coordinated the Romanian military and civilian community.
From 2017 to 2019 he fulfilled the duties of the Chief of Representation and Protocol Office for the Romanian Naval Forces and Chief of Cabinet for the Chief of Naval Forces, while he proposed the standardization of all protocol related documents and processes, including a Precedence Order for the Romanian Navy.
From 2019 to 2023 he represented the Romanian Chief of Defence to HQ SACT, Norfolk, SUA, where he coordinated and contributed to Director of CJOS COE’s visit in Romania (2019 and 2020 for the renewal of Cooperation Agreement with ROU NDU), DSACT’s visit to Romania(2019), SACT’s country visit to Romania(2020), the ROU CHOD’s visit in the US for FOC JFC NF Ceremony and HQ SACT(2021), SACT’s country visit to Romania(2022), Chief of Naval Forces’ working visits to Pentagon and NATO HQs in Norfolk, as well as other high-level delegations from MFA, MoND, E-ARC, Romanian Defence Industry. During his tour, he proposed and coordinated the approval processes of an organizational emblem, operationalization of a national classified network, as well as standardization of organizational responsabilities through SOPs to increase efficiency.
